RENT REASONABLENESS DATA SYSTEM
SEMAP DECONCENTRATION ANALYSIS AND POVERTY LEVEL MAPS
The PHA requests proposals to furnish two types of data on residential rental properties within the city limits of Saint Paul. First, the PHA seeks data to support the PHA’s determination of a “reasonable rent” for units to be subsidized through the Section 8 Housing Choice Voucher (HCV) rental assistance program. Second, the PHA wishes to receive annually (by May 1) an analysis of the locations and moving patterns of families with children who have HCVs, as required for SEMAP (HUD’s Section 8 Management Assessment Program). Third, the PHA wishes to receive annually (by May 1) an analysis of the locations of all voucher HCV participants in St. Paul. Fourth, the PHA requests data to receive annually (by August 1) a map identifying the low and high poverty areas in Saint Paul.
Please respond by submitting three copies of your written proposal to the address shown above no later than September 26, 2023 at 4:30PM. Proposals may be delivered to the above address, emailed, or sent via US Mail. If proposals are submitted by mail, the proposer is responsible for ensuring receipt prior to the specified time for receiving proposals.
